He is the author of over one hundred articles in professional journals and some twenty books and monographs, including _Inheritance and the State_, _Democracy in Deficit_, _The Fiscal Organization of American Federalism_, _To Promote the General Welfare_, _Public Finance in a Democratic Society,_ and _Public Choice and Constitutional Economics_. He serves in an advisory relationship to such organizations as the Independent Institute, the Institute for Research on the Economics of Taxation, the James Madison Institute for Public Policy Studies, the Public Interest Institute, and the Virginia Institute for Public Policy.
