Carpenter explores the connection between a country's foreign policy and domestic policy.

Ted Galen Carpenter is a senior fellow for defense and foreign policy studies at the Cato Institute. In this 1996 lecture at a Future of Freedom Foundation event he explains how a country’s foreign policy often has a great effect on that country’s domestic policies. He also refers to Robert Higgs’ classic book on limiting the size and scope of the federal government, _Crisis and Leviathan_ (1989), and the ‘ratchet effect’- the tendency of government to grab power during emergencies and return only small portions of that power after each crisis abates.
